Ms. McDougal is an attorney certified by the Society of Corporate Compliance and Ethics as a Corporate Compliance and Ethics Professional (CCEP). She is licensed to practice law in Virginia, the District of Columbia, Georgia and Tennessee. After graduating from the Peabody Conservatory of Music of the Johns Hopkins University and Vanderbilt School of Law, she served as a Special Assistant United States Attorney and an Air Force Judge Advocate General, attaining the rank of Major. In her military capacity pre-9/11, Ms. McDougal’s work focused on government ethics, government contracting, and prosecution of military and civilian criminal offenses. After 9/11, Ms. McDougal was assigned to various bases for contingency operations duty. Her practice focused on military trial and appellate litigation, including arguing cases before the United States Court of Appeals for the Armed Forces. In her civilian career, she has served as in-house Associate General Counsel and General Counsel for mid-sized and small government contractors, respectively.

She assists organizations with development of the compliance and ethics infrastructure required by the Federal Sentencing Guidelines, Federal Acquisition Regulations, and other ethics and compliance statutory frameworks. Ms. McDougal has developed, implemented, overseen, and managed all aspects of compliance and ethics programs. Her team also functions as out-sourced Chief Ethics and Compliance Officers.

Ms. McDougal’s clients draw from healthcare, satellite, oil and gas, manufacturing, food and beverage, technology, cybersecurity, construction, and physical security. Most recently, Ms. McDougal has been recognized for her compliance and ethics expertise in the nascent legalized cannabis industry. She is a member of the National Cannabis Bar Association and serves on its Ethics Committee.

Ms. McDougal is in demand internationally as a speaker and panelist on compliance and ethics related topics. She is also an award-winning author and was recognized by the Board of Contract Appeals Bar Association for her work. Ms. McDougal was honored to receive the Association of Corporate Counsel Community Service award in 2013, and to be included as a member of the Lawyers Weekly 2013 class of “Influential Women of Virginia.”

In addition to her work with Ward & Berry, Ms. McDougal is the President of CLEAResources, LLC, a Woman-Owned and Veteran-Owned small business, which assists organizations with development of the compliance and ethics infrastructure required by the Federal Sentencing Guidelines, Federal Acquisition Regulations, and other ethics and compliance statutory frameworks. Ms. McDougal is a founding director of the International Association of Independent Corporate Monitors. In 2013, she was selected to monitor a government contractor under a four-year administrative agreement. She also serves as the Chair of the Ethics Committee for the National Cannabis Bar Association.

Ms. McDougal is based in northern Virginia where she lives with her two teenagers and four guinea pigs. In her sliver of free time, she enjoys painting and returning to her musical roots by guest performing as a flutist with various ensembles.
